Territorial Centres of Recruitment and Social Support (TCC)
Територіальний центр комплектування та соціальної підтримки (ТЦК та СП) · also TCC, ТЦК, Recruitment centres
Ukraine's military offices for draft registration and mobilization, successors to the military commissariats; created by the Defence Ministry, they fully replaced the old system in 2022.
According to the Ukrainian Wikipedia, the Defence Ministry renamed the country's military commissariats on its own authority on November 1, 2020; parliament supplied the legal basis with Law No. 1357-IX on March 30, 2021, and on February 23, 2022, the TCCs fully replaced the old commissariat system. In 2023 there were more than 200 centres, divided among four operational commands (North, South, West and East).
The TCCs handle military registration, mobilization preparation, selection of contract recruits and support for veterans and service members' families. Human rights groups accuse their staff of forcibly taking men off the street (known as "busification") and of unlawful detention.
LIGA.net reported in May 2026 that parliamentary human rights commissioner Lubinets said complaints about mobilization violations by TCCs in 2025 were 333 times the 2022 level. The same report cited National Police figures of more than 600 attacks on TCC staff since martial law began.
