Foreign digital interference
ingérence numérique étrangère
Attempts by foreign actors to influence a country's public debate by spreading or amplifying content online. In France it is monitored by Viginum.
In France, detecting and countering foreign digital interference is the responsibility of Viginum. Determining whether interference has occurred requires analyzing account origins, coordinated behavior and content manipulation, not merely noting that foreign accounts took part in a discussion.
20 Minutes reported that official sources acknowledged that "a certain amount" of online traffic around the October mobilization came from foreign accounts, and that footage of the violence was widely rebroadcast by state media in Russia, Iran, Algeria, Turkey and China, but as of the report no attribution of interference had been made public. Macron also said on October 21 that there was no sign of foreign interference in the violence itself.
